Sets aside matter A to focus on B — B is what the speaker actually wants to say.

• 「AはともかくB」 = setting A aside for now, as for B… 「デザインはともかく、機能はこの機種が一番だ」 (design aside, in terms of function this model is the best).
• A is something that doesn't need discussing yet or has an issue; B is the actual focus — reversing the two clauses breaks the meaning.
• Close to 「～は別として」 (setting aside entirely). Only attaches to a noun or a nominalized question 「行くかどうかはともかく」.

  The topic set aside (値段) must not be repeated in the second clause; the two clauses must talk about TWO different aspects.

• ผิด安(やす)いはともかく、品質(ひんしつ)がいい。

  Setting the price aside, the quality is good.

  ถูก値段(ねだん)はともかく、品質(ひんしつ)がいい。

  Only attaches to a noun, not a bare adjective.
