• 「Vるものではない」 = should not do: 「人の悪口を言うものではない」. It is the negative form of 「～ものだ」 (N2-198, general truth).
• The basis is social convention, not a specific rule — for specific rules, use 「てはいけない」.
• Since it carries an instructing tone, it is only used with equals or those younger/lower in status.

  「ものではない」 states a general truth, so it must connect to the DICTIONARY FORM, not the past tense.

• ผิด部長(ぶちょう)、そんなことを言(い)うものではありません。

  Department head, I think you shouldn't say such things.

  ถูก部長(ぶちょう)、そのようなお言葉(ことば)は控(ひか)えられたほうがよろしいかと存(ぞん)じます。

  「ものではない」 has an instructing tone and should not be used toward a superior.
