• 「～はどうであれ」 = however A turns out, it doesn't change what's stated in the following clause: "whatever A is like, then…".
• Different from 「のいかんにかかわらず」 (very formal, used in documents): 「はどうであれ」 is more natural, used in speech too.
• The following clause is usually a determination or something certain.

• 結果(けっか)はどうであれ、全力(ぜんりょく)を尽(つ)くすだけだ。

  Whatever the outcome, all I can do is give it my all.

• 理由(りゆう)はどうであれ、約束(やくそく)を破(やぶ)ったのは事実(じじつ)だ。

  Whatever the reason, the fact remains that you broke your promise.

• ผิด結果(けっか)はどうであれ、変(か)わるかもしれない。

  Whatever the outcome, the policy might change.

  ถูก結果(けっか)はどうであれ、方針(ほうしん)は変(か)わらない。

  The following clause states something that does NOT change; to say something might change, use 「のいかんでは」.

• ผิด結果(けっか)がどうであれば、頑張(がんば)る。

  Whatever the outcome, I'll do my best.

  ถูก結果(けっか)はどうであれ、頑張(がんば)る。

  The fixed structure is 「～はどうであれ」, not conjugated as 「どうであれば」.
