  • The same day, 16 host companies/individuals had their technical intern training plans revoked — 5 of 16 for serious human rights violations against trainees — and two more companies received improvement orders.
  • OTIT runs a dedicated Vietnamese-language consultation desk for trainees — if you're facing unpaid wages or dangerous work, you don't have to handle it alone.

What happened

On September 29, 2026, Japan's Ministry of Justice and Ministry of Health, Labour and Welfare revoked the license of a supervising organization (kanri dantai) based in Osaka.

That same day, the Immigration Services Agency and the labour ministry also revoked the certified training plans of 16 host companies and individuals accepting technical intern trainees.

In addition, two more companies were issued improvement orders over problems in how they were running their training programs.

Why were they penalized

The supervising organization that lost its license had failed to properly audit the host companies under it as required by law, and to cover up legal violations, had submitted false audit reports to the Organization for Technical Intern Training (OTIT).

Among the 16 companies, the most common reason (5 of 16) was serious violations of technical intern trainees' human rights.

There were also five companies fined for violating labor laws, plus several that hadn't paid wages as registered in their plans, or had let foreign workers do illegal work.

What trainees should do

OTIT runs a dedicated consultation desk for technical intern trainees in multiple languages, including Vietnamese. If you're dealing with unpaid wages, dangerous work, or similar problems, you don't have to handle it alone — you can reach out for help.

You can check whether your host company or supervising organization has been penalized in the official announcements published by the labour ministry or OTIT. Being at a penalized company doesn't mean the trainee did anything wrong.
