Residence Cards Must Be Carried at All Times — Lost One? You Have 14 Days

Not carrying your residence card isn't an empty threat — it's a real fine, and the law means it.

Residence Cards Must Be Carried at All Times — Lost One? You Have 14 Days
  • Mid- to long-term residents must carry their card at all times; those under 16 are exempt.
  • Not carrying it: a fine of up to 200,000 yen. Refusing to show it when asked: an even heavier penalty.
  • If lost: you must apply for a reissue within 14 days of finding out.

Carry it always — and the penalty

You must always carry your residence card on you. Some people leave it at home when they go out, but that's against the law.

This rule applies to "mid- to long-term residents" — people staying in Japan for more than three months. Only those under 16 are exempt.

Not carrying the card can bring a fine of up to 200,000 yen.

Failing to present it when asked — by police, for example — carries a heavier penalty: up to one year in prison or a fine of up to 200,000 yen.

If you lose the card

If your card is lost, stolen, or damaged beyond use, you have 14 days from the day you find out to apply for reissue at the immigration office covering where you live.

If you're abroad when it happens, the 14 days are counted from the date you next enter Japan.

Missing this deadline is treated the same as failing to present your card at all.

What to say when you report it

I've lost my residence card. I'd like to request a reissue.

The moment you notice it's missing, report it at the nearest police box first and get a loss-report reference number.

Then bring that number, your passport, and a photo to the immigration office. Doing both steps within the same week is the safest approach.
